The problem

An integrated drought response in the Gedo region of Somalia needed to register beneficiaries where connectivity is intermittent, approve an accurate beneficiary list before any distribution ran, and reconcile what was authorised against what was redeemed.

The solution

Beneficiary registration with offline data capture on ODK Collect that synchronises to the portal when connectivity returns; a validation portal producing an approved beneficiary list, including duplicate beneficiary reports; voucher generation and verification; redemption authorisation cycles; reconciliation and exception reporting with dashboard, PDF and spreadsheet outputs; vendor management and distribution tracking; and two-way SMS integration with Somali mobile network operators. Data is encrypted at rest and in transit.

Our role

Project team lead, with quality assurance and training.

Outcome

A live humanitarian operation at district scale ran its registration, validation, voucher and reconciliation cycles on the platform.
